From Policy to Reality: Advancing Dignity for Older Persons in Nairobi County
What does dignified ageing truly look like — beyond policy frameworks and legislative commitments?

This question continues to guide our work at Ethel Foundation for the Aged, and it was at the heart of our recent engagement with Nairobi County leadership, where we presented findings from our study: “The Policy Landscape and Lived Realities of Older Persons in Nairobi County.”
This was not just another presentation. It was a moment of reflection, accountability, and, most importantly, an opportunity to connect evidence with action.

The Promise of Policy — and the Reality on the Ground
Kenya has made commendable progress in establishing policy frameworks that recognize and protect the rights of older persons. From constitutional provisions to social assistance programmes, the intent is clear: older persons deserve care, protection, and inclusion.
However, our research reveals a persistent gap between this intent and the lived experiences of many older persons in Nairobi County.
Behind the policies are real people — individuals who continue to face daily challenges such as:
- Limited access to healthcare and essential social services
- Social isolation and loneliness
- Exposure to abuse, neglect, and age-based discrimination
- Fragmented systems that are difficult to navigate
These are not abstract issues. They are lived realities that demand urgent attention.
Moving Beyond Policy: The Imperative of Implementation
One of the clearest lessons from our work is this:
policy alone is not impact — implementation is.
While frameworks exist, systemic weaknesses continue to undermine their effectiveness. These include gaps in coordination between institutions, insufficient funding, limited specialized personnel, and weak accountability mechanisms.
Addressing these challenges requires more than incremental change. It calls for intentional, coordinated, and sustained effort across all levels of government and society.

The Role of Ethel Foundation for the Aged

Our role is to:

- Clear accountability mechanisms to ensure policies translate into real impact
This is not the responsibility of one institution alone. It is a shared responsibility — for government, civil society, development partners, and communities alike.
